Action: I tried to reinstall l4d. I deleted the local content. Then went in and deleted the folder.
Reaction: Now steam will not connect to friends and l4d will not update/redownload.

yeah, the servers have been over-loaded lately;
just give it time
also try restarting Steam

Steam Friends and the community were down today. They were down a lot yesterday too.
