Long story short:
AT&T said they needed T-Mobile to finish building their 'LTE' network (LTE is what they call 4G, but it's last gen), however, this document they explicitly say that they don't need them and they only want T-Mobile gone so they can reduce market competition. This would effectively help push Sprint and Clearwire bankrupt as well.

I would agree with the article when they say a Paralegal is jobless today after this was posted to the FCC website on accident. I love how people believe that a company like AT&T can't build a fucking REAL 4G network, but can shell out 39 billion for the sole purpose of removing a competitor from the market.
