Let's say that HALF of the people that signed that petition actually boycott the game and NEVER buy it. And lets say that the petition ends up getting 200,000 signatures. That's 100,000 people not purchasing the game because of this decision. By comparison, COD4 has sold over 13 million copies worldwide. Assuming MW2 sells roughly the same amount of copies as it's predecessor (it will likely be more), we can deduct that they are going to lose about 0.6% of their buyers.
So basically, they're not going to cater for less than 1% of the community because they see it as a negligent amount of people. I'm not saying it's logical -- the time and costs of putting dedicated server support into the game would not be great, you would think. But evidentially it costs enough that they don't think they're going to make any significant gains from adding support.
